Considering Apollo 8 successfully orbited the moon in 1968, how about working a little harder to launch EM-1 with a crew instead? Maybe we should hold Lockmart's feet to the fire on this.

Well part of the reason to send people in our early program was that we might actively need a human pilot to complete some mission. Modern automation means we can more reliably run a craft on a shakedown cruise without risking a pilot or human crew. Human crews are intended to come eventually, but there's no pressing need to make the very first flights crewed flights.
