Well, since most people aren't as smart as THEY think - how can we be expected to make an accurate assessments of animals?

The reality is intelligence is a complex concept, difficult to define and hard not to base around our own abilities.

However, by the definition of intelligence every animal type has (respective to its species) an average IQ of 100.

Well said antialias. I would guess that the smarter the cat or dog owner, the more intelligent they think their pet is. And they are probably right.

regarding tools... i think only humans use tools to make other tools.

same with language... we use the tool of writing to use language. other animals have language.

Still they haven't figured out exactly how or why the pet TickleMe Plant moves and closes its leaves when you Tickle it!
